If I can make an unfunny comment about a funny gag, I think that it means something that a joke with an essentially pro-life punchline is pretty much always going to be funnier than a joke with a pro-abortion punchline. Not that I'm saying this is a pro-life sketch. After all, a pro-choicer comes away from it thinking: "See, it's obvious the fetus isn't a person...a person could sign a contract. Look how absurd it is to consider the fetus a person." Still, I think the main reason it's humorous is that the conclusion of such a fantastic bill would mean that no one could ever have an abortion again. The idea that all these pregnant people who want to get rid of their babies will now be stuck with them is funny (health risks aside).
We can laugh about that kind of world... because it's not a horrific, unlivable world. In fact, it's the world human beings thrived in for centuries.
On the other hand, there is almost no situation in which it would be funny to make abortions easier.
"This just in: Congress votes that doctors no longer need a woman's consent to perform abortions on her!" That's not funny. That's China.
