"Woe Is I" is indeed meant to be funny. It's subtitled "The Grammarphobe's Guide to Better English in Plain English," and features chapter titles such as "Plurals Before Swine: Blunders with Numbers" and "Comma Sutra: The Joy of Punctuation." I wrote about it in a paper for my Language and Humor class, and did so well on it that I got to skip the final.
